Officer convicted for disproportionate asset, asked to pay fine of Rs 2 Cr.

ITANAGAR, Jun 20: In what could be termed as the first casualty in the mishandling of infamous Public Distribution System (PDS) in Arunachal, APCS officer Dr. Ngangin Lego@N.N Osik has been convicted by District & Sessions Judge, Lakhimpur , Assam relating to a case of disproportionate asset filed against him by the Vigilance dept.
In a judgment (Special Vigilance case No 2/2010) passed on June 15 last, the officer has been convicted for a period of five years and a fine of Rs. 2 crores has been slapped against him by the court.
“…Dr. Ngangin Lego is sentenced to undergo rigorous imprisonment for five years and to pay a fine of Rs. 2,00,000/- (Rupees Two crores) only, in default, to undergo Rigorous Imprisonment for a period of one year for commission of the offence under Section 13(2) read with Sec. 13(1)(e) of the Prevention of Corruption Act” read the Court order.
It further said that “a sum of Rs. 2.89 crores remained found in his bank account bearing A/C No. 4660, which has not been satisfactorily accounted for by the accused. As such, the accused, Dr. Ngangin Lego @ N. N. Osik is held guilty of criminal misconduct under section 13(2) RV Sec. 13(1) (e) of the Prevention of corruption Act”.
The Court said that the accused amassed ill gotten money to the tune of crores in his personal bank account bearing A/C No. 4660.
The money was allegedly made through Public Distribution System (PDS) during 2001-2003 when he was Director of Food & Civil Supplies.
Later, the Crime branch (P.S case no 06/05) filed a case under Prevention of Corruption Act dated 24th March, 2005 against Dr. N.N. Osik.
A PIL relating to PDS was filed by Bamang Tago and Domin Loya in 2004 following which large scale corruption was unearthed including stashing of Rs two Crore by the officer.
Some 40 people including several sitting MLAs are currently under the scanner of the court for fraudulent dealing under PDS.
Sewage water enters OT of TR State hospital

ITANAGAR, Jun 20: Filthy sewage water, triggered by lack of drain and made worse by rain has entered into the operation theatre(OT) of Tomo Riba State Hospital, Naharlagun.
The operation theatre is filled with filthy water leaked from the ongoing construction site during rains.
“Not only rain water, sometimes feces are also seen floating,” said the clearly annoyed chief medical superintendent (CMS) Dr RD Khrime. Constructed without a septic tank, sewage pipe of new-hospital building was reportedly connected to old SPT building.
“It is a perennial situation which will stop only when the construction is complete,” he said.
The construction agency is supposed to hand over the building to hospital authority by the month of August.
“Sewage and septic tanks have to be made. And there is no drainage system,” added the CMS. On the other hand, despite doctors’ refusal to conduct operations in such situations, patients have to be operated, often at the insistence of patients, with it risk infection.
“I had my operation done with filthy water all over the OT,” said a patient who had her operation done on Friday.
While it is clear harassment to the patients, doctors are equally frustrated.
Medical College to be made functional by next year: CM
ITANAGAR, Jun 20: Medical College in Naharlagun might see the light of the day by next year as the State Government has set August 15 deadline for completion of the Tomo Riba State Hospital building.
The State government is making efforts to make the state’s first Medical College functional by next year, said Chief Minister Kalikho Pul in a review meeting of the health facilities in the State.
The Chief Minister asked the Department of Health & Family Welfare and the Noida based executing agency Hospital Services Consultancy Corporation Limited to fast track the construction of the 300-bed Tomo Riba State Hospital for establishment of the Medical College.
Pul instructed the department not to hold the payment at any stage and to certify the completed work immediately and release the payment to the executing agency so that work is not halted for want of funds.
Setting August 15 as deadline for completion of the Tomo Riba State Hospital building with all the state-of-art medical facilities, the Chief Minister asked the department to ensure that the procurement of the equipments must be done by the same agency that will run the hospital.
The CM requested Chief Secretary Shakuntala D Gamlin to direct those departments falling in the earmarked area of the Medical College to vacate and shift their offices to some other locations immediately to ensure smooth construction work.
He also directed the PWD to start the process of tendering to start the construction of the 110 metre Bailey bridge over Pachin River and complete it within one year so that the construction work of medical college at Pachin Colony can be started soon. The Chief Minister directed the department to complete the construction of boundary wall of the earmarked area of the medical college within 4 months.
Prioritizing road connectivity to the Medicity, he further said that the road from National Highway 415 to Pachin Colony will be widened into four lanes. He directed PWD to start the process of tendering and the widening work by September.
The Chief Minister also exhorted all the line departments and officials to work in a coordinated manner to develop integrated health facilities in the State.
Observing the critical gaps in infrastructure and manpower in healthcare and education sector, the Chief Minister directed the departments to develop standardized designs for their facilities with the help of expert consultants.
The Chief Minister further stressed upon development of critical infrastructure like Roads, Railways, Power and Water Supply to achieve comprehensive economic development.
Director, Medical Education Dr. Moji Jini apprised about the progress of civil construction works in TRSH .
The Chief Minister directed Police, Education, IPR and Legal Metrology departments to immediately vacate their premises within the proposed composite complex of TRSH for completing the required norms of Medical Council of India within the stipulated timeline.
The Chief Secretary, while stressing on prerequisites for obtaining Letter of Permission from Medical Council of India for the Medical College, directed the Department to frame rules for recruitment of faculty and also proposal for affiliation to Rajiv Gandhi University. She also directed all departments to strictly adhere to the prescribed timelines to ensure that the Medical College becomes functional from the academic year 2017-18.
Dr. Partho Gogoi, Regional Director, National Health Mission, Ministry of Health and Family Welfare, GoI expressed satisfaction over progress of works in TRSH and assured all possible support to the State for providing affordable and accessible healthcare in the State.
Abotani Bridge opens after two years
ITANAGAR, Jun 20: The newly constructed RCC Abotani Bridge has been opened for normal traffic after a gap of two years.
Chief Minister Kalikho Pul inaugurated the 16-metre long bridge on Monday in presence of Deputy Chief Minister, Chowna Mein, RD Minister, Kumari Waii, Ziro MLA, Tage Taki and Itanagar MLA, Techi Kaso.
“The opening of the bridge comes as a major relief to the people as it will de-congest the main Itanagar city route NH-415 and rid it from frequent traffic jams,” said Pul.
The CM said more such bridges and culverts would be constructed to facilitate flow of traffic and people across the two sides of the hill ranges wherever passages and roads are built.
He further informed that the state government is planning to decongest all road networks in the capital city by building more such bridges and culverts across the rivers. A bridge at Pachin Colony is coming up to connect with Medical College Campus. An alternative road near Naharlagun helipad is on anvil and a bridge in Jollang village will help smoothen the traffic, said the Chief Minister.
Kangyur recitation concludes
ITANAGAR, Jun, 20: The 21-day-long recitation of Holy Kangyur came to an end at the Thupten Ga-Tselling monastery here on Monday. Kangyur which is considered as the most sacred text of the Buddhism consists of about 108 volumes and supposed to be the recorded version of the spoken word of Lord Buddha himself.
The Kangyur is divided into sections on Vinaya, perfection of wisdom sutras, other sutras and tantras that includes text on the Vinaya, monastic discipline, metaphysics and tantras.
Organized by Itanagar Buddhist Cultural Society, which is also the parental organization of all the Buddhist activities and the keeper of Itanagar Gompa, the 21 day-long Kangyur was performed after a gap of almost 11 years.
The Kangyur recitation that began on May 31 was performed by dedicated 20 guest monks from Dirang and 5 monks from Itanagar Gompa.
A new committee was constituted under the Chairmanship of Kangyur Committee, Sonam Tenzing, who also is the president of Itanagar Buddhist Cultural Society.
Tenzing informed that the Kangyur recitation will be made an annual event and asked for the support from all.
The ceremony concluded with offering of prayer for the world peace.
Bilat HSS teachers refute bleak CBSE result report

RUKSIN, Jun 20: Rubbishing the report of dismal performance in Class-X CBSE examination-2016, the teachers of Bilat HSS under East Siang have stated that 106 students of the school have not failed in the examination as mentioned.
The teachers informed that two have duly passed/qualified, while the rest 103 have been kept under Compartmental/ EIOP (Eligible in Improvement of Performance) as per RTE guideline from the total 105 students (excluding 3 absentees).
The teachers added that 103 students, who have been kept under EIOP cannot be termed as failed because they are entitled to sit in Improvement Examination in July, within the same academic year. So, there is probability of increase in overall percentage of passed students in the examination after the result of Improvement Examination is declared.
Giving the class-wise break-up of CBSE examination result for 2016, Vice-Principal O. Tatin informed that overall percentage of pass (excluding EIOP) in Class IX was 63.7, while the figures for Class XI and XII in the school are 50.4 and 62.1 respectively. Moreover, the overall pass percentage in CBSE Class-X last year was 100 percent.
The teachers pointed towards the acute shortage of teacher in the school as the main reason for poor performance by the students in some selected subjects. The school is running with acute shortage of two Science (PCM) teachers and an English subject teacher.
Official records reveal that attendance of students and teachers in Bilat HSS is adequate and leave statements besides outdoor duties such as economic census and election are duly maintained.
Further, the teachers stated that the school Principal, who has been placed under suspension on the grounds of dismal CBSE result, forwarded the real evaluation report of those students to the CBSE authority without plotting (addition) of marks.
Meanwhile, expressing unhappiness at the suspension of the Bilat HSS principal, the guardians and parents concerned said that the authority has miserably failed to post required number of teachers to the school, even after repeated move by the local public leaders.
Ering critical about non-compliance of Governor’s decree
ITANAGAR, Jun 20: Reacting to a news published in this daily regarding non-compliance of Governor’s order given during President’s Rule for cancellation of all officiating or functional appointments and the promotions made on ‘out of turn’ basis’ by various departments, Member of Parliament Ninong Ering urged the State Government to deal firmly with all those non-complying departments.
“Whatever decision and order the Governor had given under President Rule (PR), the State Government should revalidate it and non-complying department(s) should be dealt firmly,” Ering said in a letter to Chief Minister Kalikho Pul.
“I have learnt that various departments have refused to comply with the Governor’s decree which is reportedly affecting the work culture and discipline in the departments,” Ering said in his letter to the CM and, urged Pul to look into the matter seriously and take concrete actions to restore foundational values of procedural fairness in the Government offices.
A similar letter on the same issue was also sent to the Chief Secretary.
Meanwhile, Ering, in another letter to the Chief Secretary expressed his unhappiness over the manner in which the State Infrastructure Development Fund (SIDF) is being utilized.
Saying that utilization of SIDF fund under the ruling government was under scanner, Ering said that the revised budget estimate for 2015-16 prepared by the new Government and the amount spent in last week of March, 2016 is presenting a bad picture in terms of transparency and accountability.
Demanding a white paper on SIDF, Ering said, “Even the methods adopted by the Government to allocate money to various departments including roads under the revised estimate without planning and survey is a clear sign of misuse of public funds for private interests of few individuals.”
He also demanded that all the allocation of money and work made this year must be relooked and re-examined.
Licha Thosum first runners up at Miss North East pageant

Changlang police crackdown on drug peddlers
CHANGLANG, Jun 20: Nine drug peddlers in four different cases were arrested by Changlang district police.
Four peddlers namely, Md. Giya Uddin, 50 of Dhubri, Assam with 6 numbers of liquid Opium, 10 grams of Ganja, Satya Roy, 35, from Basantpur, Assam with 20 grams of liquid Opium and 2 Kgs of Ganja, Chamlong Matcha, 26, from Saching village of Changlang and Rang Ran Wangpan, 45, from Chasa village of Tirap District were arrested by Changlang Police from Kengkhu village in a raid on June 16.
In another case, Kharsang Police arrested a drug peddler namely Amika Devi, 45 on June 15 in a raid against the drug trafficking in the area. A total of 23 numbers of 2.7 Kgs Ganja Puriya and PIRA were confiscated during the arrest. The raid was conducted under the supervision of OC, PS, Kharsang, K M Das and SI, T Tayeng. On June 17, Bordumsa Police arrested two drug peddlers- Siha Namchoom, 35, from Nongtow-I village along with one Tarun Bhumich, 27, both from Namsai District in a checking conducted under the supervision of SI, R Borang and SI, R K Yein. 100 grams of Black Opium (Dhela Khani) were found hidden inside the sound box of the car (Registration number AR-01A-3391).
Further on June 18, Diyun Police arrested two persons - Chow Ongkia Laphai and Taseng Munglang with suspected Brown Sugar in their possession.
Regular criminal cases have been registered for all the arrests and further investigations are going on.
Changlang Police is keeping a constant vigil to curb drug trafficking and check the movement of antisocial elements in the district, stated an official release.
Workshop on solid waste
ITANAGAR, Jun 20: To draw up action plan to manage solid waste and make Roing town plastic free, the RIWATCH, district administration, RCE East Arunachal Pradesh and Thanal Kerala - a reputed NGO which has expertise in the field, organized a marathon four-day workshop here from June 16.
Addressing the concluding session, Additional Deputy Commissioner Ruchika Katyal applauded the enthusiasm shown by the participants to tackle the growing menace of solid waste in the town.
The workshop mainly focused on segregation of bio and non-bio degradable waste and the need for elimination of plastic carry bags from the town.
The ADC assured all support from the district administration side in setting up institutional mechanism, training of volunteers and to popularize alternatives to plastic bags.
Guiding the extensive discussions, Shibu Nair, Director, Thanal and member of the Zero Waste Management Group of Asia Pacific Region, suggested for segregation of solid waste into bio degradable and non-bio degradable at source with community participation.
The bio waste could be profitably and easily converted to compost even at the family level by using Pot composting - enzyme addition etc. In case of non-bio degradable discards, he suggested setting up of a Resource Recovery Centre (RRC) with sub units across the town. This helps in avoiding dumping grounds that emanates terrible toxics and environmental hazards. He also warned that burning and incineration results in severe air, soil and water pollution. He narrated the success stories of Sikkim and few towns in Kerala where zero waste management is being implemented.
Participating in the programme, NHPC representatives volunteered to support the efforts to make Roing ‘Zero Waste’ town.
Seeing the enthusiastic participation of various stakeholders, RIWATCH has offered to carry forward the campaign to make Roing a waste free town.
Accordingly, the International Plastic Carry Bag Free Day would be celebrated on July 3 involving shopkeepers and consumers.
The Bazar committee members have shown their keen interest to make the program a success.
Earlier, the programme was inaugurated by DIET Principal Basant Singh.
The workshop was attended by Govt. officials, NGOs, school teachers, Bazar committee members, unorganized vendors and public leaders who realized the danger posed by solid wastes, especially plastic in Roing town.
Yoga for Healthier Lifestyle

There are many international events being organised around the world. Some international days are observed around the globe while there are occasions in different countries which might be limited to some nations or regions. In this regard a new day which has been in the news is Yoga Day. The idea of an International Day of Yoga was first proposed by present Prime Minister of India during his speech at the United Nations General Assembly (UNGA). While addressing the 69th session of UNGA on September 27, 2014, the Prime Minister of India, Narendra Modi urged the world community to adopt an International Day of Yoga (IDY).
Recognizing its universal appeal, on 11 December 2014, the United Nations proclaimed 21 June as IDY by resolution 69/131. It aims to raise awareness worldwide of the many benefits of practicing yoga. It is an ancient physical, mental and spiritual practice that originated in India. The word ‘yoga’ derives from Sanskrit and means to join or to unite, symbolizing the union of body and consciousness. Yoga is being practiced in different parts of the world now and it is gaining popularity after the declaration of IDY.
The draft resolution establishing the IDY was endorsed by a record 175 member states. The resolution notes “the importance of individuals and populations making healthier choices and following lifestyle patterns that foster good health.” In this regard, the World Health Organization has also urged its member states to help their citizens reduce physical inactivity, which is among the top ten leading causes of death worldwide and a key risk factor for non-communicable diseases, such as cardiovascular diseases, cancer and diabetes.
In a statement United Nations Secretary-General Ban Ki-moon also pointed out the global benefits of Yoga: "Yoga is a sport that can contribute to development and peace. Yoga can even help people in emergency situations to find relief from stress.” In the words of one of its most famous practitioners, the late B. K. S. Iyengar, “Yoga cultivates the ways of maintaining a balanced attitude in day-to-day life and endows skill in the performance of one’s actions.”
Ban Ki -moon, UN Secretary General on his message on the occasion of IDY 2016 stated that “as exercise, yoga has multiple benefits. Physical inactivity is linked with a number of non-communicable diseases, such as cancer, diabetes and cardiovascular diseases, which are among the leading causes of illness and death worldwide. By improving fitness, teaching us how to breathe correctly, and working to diminish stress, yoga can help to cultivate healthier lifestyles.”
“Practicing yoga can also help raise awareness of our role as consumers of the planet’s resources and as individuals with a duty to respect and live in peace with our neighbours. All these elements are essential to building a sustainable future of dignity and opportunity for all”, he mentioned.
On this International Day of Yoga, Secretary General has urged everyone to embrace healthier choices and lifestyles and to commit to unity with our fellow human beings, regardless of ethnicity, faith, age, gender identity or sexual orientation. Let us celebrate this Day and every day as members of one human family sharing one common, precious home.
There is no doubt that yoga is more than a physical activity. It brings thought and action together in harmony. It balances body and soul, physical health and mental well-being. It promotes harmony among people and the natural world. This year’s observance of the International Day of Yoga highlights the important role healthy living plays in the realization of the Sustainable Development Goals, adopted last year by all 193 United Nations member states. IDY gives us an opportunity to focus on the importance of yoga and how best we can make use of it for ourselves and for others. This day is bringing more opportunities for us to explore yoga from different perspectives.
Agri-horti fields, roads damaged in Kra-Daadi
ITANAGAR, Jun 20: Many agricultural fields and horticultural gardens of all administrative centres in Kra-Daadi district have been damaged due to heavy rainfall of the past few days.
An official release stated that the administrative officers of Kra-Daadi district have reported that PMGSY and PWD roads connecting all circles have also been cut off. However, no loss of life has been reported from any circle.
Accordingly, the District Administration has issued letters to the Food & Civil Supply Officer, Medical Officers and to all the Head of Departments of the district to take precautionary measures on possible natural disaster and make available the stock of food and medicines to each administrative centre. Directions have also been issued to all engineering departments to restore the damaged road immediately.
DC assures transparent and clean administration
PANGIN, Jun 20: ‘Transparent and clean administration and town's reputation would be safeguarded’, assured Siang Deputy Commissioner, Rahul Singh chairing a coordination meeting with the government officers recently at Pangin.
The meeting was convened to gather feedback and to sensitize officers towards individual responsibility for greater welfare of the new district. Accordingly, officers taking part in the discussion updated their present status and placed their grievances and suggestions.
DC Singh stated that introduction of various flagship programmes has broadened the scope of growth by ushering in major infrastructure development activities for the all round development of the district. He informed that the administration was trying to reach out to the people spread over the vast geographical area of the district through various schemes and projects. He directed the officers not to compromise with quality work but to follow guidelines while implementing all government sponsored schemes and projects in the district without fear and favour. He expressed hope that with the co-operation and support from officers and common masses he would be able to achieve his vision.
DC Singh while giving an overall picture of the development scenario informed that BSNL would provide uninterrupted broadband and 3G internet services soon within 15days while Airtel authority has assured to introduce its network within a month in the far-flung district. All streetlights have been repaired and the general ground was being developed to promote sports and games.
Further, it was informed that administration has conducted raid in unauthorized shops and seized huge IMFL. Officers have inspected and verified trading licenses and penalties were imposed to curb illegal practices in the township. To enhance the standard of education, Singh instructed the DDSE to ensure cent percent attendance of teachers and students in all schools. He suggested to make classroom transactions easier for the teachers and expressed hope that installation of CCTVs, unannounced visit and motivational speeches by team of officers in schools would definitely bring good results in coming days. He also instructed the DMO to maintain cleanliness in and around the hospital and to store all lifesaving drugs on priority. The department should intensify awareness campaign on vector borne diseases and conduct free health camps in interior places.
While making a fervent appeal to the public to cooperate with the administration in containing crime in the township, the DC advised the citizens to keep a strict vigil on nefarious activities of suspicious elements.
The DC said, youths should devote their time and energy for all-round development and should wholeheartedly support to protect and preserve unity, integrity, peace and tranquility in the society. Mechanism would be placed to promote tourism, agriculture, horticulture, animal husbandry, tea, rubber cultivation etc to enhance living standard, Singh assured in the meeting. DIPRO
Preparations on for tribal food & cultural festival

RUKSIN, Jun 20: With a view to showcase tribal food habits and cultural extravaganza, the Indigenous Tribal Art & Cultural Enlighten Society (Regd.) will hold a five-day long ‘Ethnic Tribal Food & Cultural Festival-2016’ at Ruksin town Solung-Mopin ground from Jun 25 next.
The programme will include competitions on traditional folk dance, bari/aabang, arrow shooting, literary activities besides, exhibition-cum-sale of traditional attires of the indigenous ethnic tribals. The festival organizing committee has also announced cash prizes for the winners of various competitions. The winner of folk dance competition would be get cash award of Rs. 10,000 while the runner up will get Rs. 5,000. Accordingly, winners in other categories would get cash prizes varying from Rs. 1,500 to Rs. 5,000 to each. Organizing chairman, Tajing Padung, who is supervising preparatory activities of the festival informed that eminent artiste, litterateurs, government officers, public leaders, woman SHGs and cultural troops are invited to participate in the festival.
Kumar inspects schools,hospital
ZIRO, Jun 20: Secretary NCST, GoI Anil Kumar, who is currently on a tour of the Ziro valley on Monday inspected schools and the general hospital here.
While, inspecting a Blue Pine School, Hapoli, Kumar enquired about the staff recruitment process, the teacher student ratio, accommodation of the staff's and the grading system under RTE. He also inspected the classrooms, toilet facilities and the hostel. He suggested for bigger classrooms and to ensure fire safety measures in the hostels. He also inspected the 50-bed girls’ hostel at Govt. Middle school, Dutta.
At the general hospital, he interacted with the management, doctors and the nurses. He said that a hospital is an integrated system that needs synchronization amongst its parts. A gap could lead to unused equipment leading to deterioration of the system. He heard the problems of the medical fraternity such as outdated equipment, lack of staff and absence of proper waste disposal equipments and assured to look into the issues.
The Secretary was accompanied by Deputy Director, Social Justice Empowerment and Tribal Affairs, Yumlam Kaha, ADC Nending Chatung, Deputy Director ICDS, Jaya J Singh and CO Hage Tarung.
My journey to Yoga

I was first introduced to yoga in 2009 when I was in Delhi. It was called Hatha yoga. Initially I started taking classes just for the physical benefits. However all those flows and poses from standing to balancing to inversions proved challenging which I had to perfect. Eventually, with the improvement in postures I increased my flexibility and felt my muscles strengthening. As the energy flowed through my body, I flowed too with yoga and thus without my knowledge the journey of yoga began.
However, more challenges were there to come.
One fine day, when I opened my eyes after ‘savasana’ (resting pose) at the end of class, I realized how completely at peace I was with myself and the world around me. Then I started to slow down and feel my breath and listen to my body move. I started to eat smarter, sleep better and take better care of myself. That was when my love and passion for yoga really started to grow.
My first step to transformational experience was acceptance and surrender to the present moment.
Yoga helps me deal with the stress, anxiety, and pressure I face every day at home or anywhere. It provides a sacred place for me to calm down my mind and connect with myself at a different level. Yoga has also healed me from my past, and now is a part of my life.
Whenever I have a problem that I cannot figure out I know it is time for yoga. Yoga taught me journey to self. All I know is that my soul feels at home is when I am present at the moment, breathe synced naturally with body, heart beats at the same rhythm, creating more beautiful moment.
Surya Namaskar (Sun Salutation ) - - slow, gentle and bit intense which integrates my breath into every movement, developing flexibility, strength and balance and by the end resting deep into savasana is my all time favorite.
My practice is really about uncovering own pose in the moment and now every morning when I wake up, I stretch for a moment before getting out of bed. Connecting with my breath, I bring myself present and feel grateful for the day ahead. Yoga is where I always find peace and tranquility regardless of what is happening in my life.
In March 2013, I completed a 200-hour teacher training course at Sivananda ashram, Kerala and became a certified Yoga teacher. Not only did it deepen my practice, but it changed my life. When I took lessons off the mat, my practice gave me tools to navigate the journey of life with as much grace and ease as possible.
Later in that year, I started teaching yoga as Karma yogi (selfless service). It was such an honor to be recognized for doing something that I love, but what was truly transformational was the ability to inspire others through yoga.
As my love for yoga grew deeper, my passion turned to purpose and a growing desire to give back to the community and spread the peace and self-love that comes from yoga. Now I teach 15 classes a week at JOY (Journey Of yoga, Ziro Arunachal Pradesh. I also travel around the world teaching yoga on yoga retreats. It’s an incredible honor to be able to lead, inspire, and help people from ages 12 to 60 in their yoga practice which shows that you can inspire at any age and yoga has no age limit.
I truly believe that my life work and greatest passion is to share the amazing experience and gift of yoga to all; I have been breathing yoga into every aspect of my life for many years. I would be forever grateful if you could share my story in hope that it may help others to overcome adversity, find peace and discover a new outlook on life through yoga.

Cong. stalwarts leaves party
ITANAGAR, Jun 20: Former ministers and veteran Congress leaders CC Singpho and Tater Kipa have resigned from the primary membership of the Congress party. In a separate press statements both the leaders have cited displeasure over conduct of Arunachal Pradesh Congress Committee (APCC) for leaving the party.
“I have been finding it difficult to reconcile with the current functioning of party and the direction in which it is going. I no longer have the feeling that it is the same idealistic Congress party for which I always stood for,” stated Singpho.
In his letter to APPC President Padi Richo, former minister Tater Kipa has raised questioned over state Congress leadership. He also expressed concern over the functioning of APCC president and stated that present leadership is damaging the party.
Arunachalee players to participate in Intl. event
ITANAGAR, Jun 20: Onilu Tega, Paya Taku and Mepung Lamgu will be participating in the Taichi event of the upcoming 9th international Wushu championship to be held at Tbilisi, Georgia from June 24 to 28 next. The three players are a part of the 26th member Indian Wushu squad.
The national squad will be led by Sangay Lhaden Sports Academy Wushu coach M Premachandra Singh as assistant coach of the national team.
200 students takes part in cleanliness drive
PASIGHAT, Jun 20: Around 200 students of IGJ Higher Secondary School, Pasighat actively participated in a cleanliness drive conducted at the Pasighat main market area on June 18.
Initiated by East Siang, Deputy Commissioner Isha Khosla, the drive cleaned the market area. Pasighat Market Association also took part and distributed safe drinking water bottles while DMO Pasighat provided hand gloves to the participating volunteers. EAC T. Be proactive, DC urges GBs
YINGKIONG, Jun 20: The Goan Burahs (GBs) being the representative of district administration at village level must be pro-active, said Deputy Commissioner Remo Kamki.
Addressing an awareness meeting on role of GBs organized by the district administration here on Monday, the Deputy Commissioner said that the GBs have a great role to play in maintaining harmony, law and order and up keeping the village judicial practices strong.
Upper Siang GB Welfare Association President Akkong Libang highlighted some of grievances of the GBs and urged the district administration to take up the matter with higher and appropriate authority.
Later, new coats (red) were distributed among the GBs by Yingkiong ADC Tapik Pertin.
Around 90 GBs from various villages attended the programme.

PMC Chief Kaling Doruk takes oath
PASIGHAT, Jun 20: Consequent upon his election as Chief Councillor of Pasighat Municipal Council (PMC) on June 16, Councillor of Ward 5, Kaling Doruk took oath in a ceremony at the PMC conference hall on Monday.
He was administered the oath of office by EAC, T. Padung in presence of Deputy Chief Councilor, Kaling Darang, other Councilors and BJP party workers. Empowered Standing Committee (ESC) members Sobo Pertin and Omem Darang also took oath.
In his brief speech, CC Doruk appealed for active participation from all the councilors in development activities of the township. He expressed hope that under DC Isha Khosla and MEO Rahul Singh Pasighat will get a place in ‘Smart City Mission’ phase-II. Traders Assn. seeks review of rates
ITANAGAR, Jun 20: The Hapoli Market Traders Association (HMTA) has in a letter to the Lower Subansiri DC on Monday, appealed to him to cancel and review the recently fixed rates of meat and fish by the administration within a week.
Terming the DC’s order dated May 31 last, as unacceptable, the HMTA claimed that the local traders mostly purchase items from Lakhimpur in Assam at an exorbitant rate hence, the rate of meat and fish as fixed by the district administration, which is much lower than the purchasing rate, is unjustified.
It further threatened to resort to democratic action in case its demands are not met within stipulated time.
Union seeks commerce stream
ITANAGAR, Jun 20: Lower Dibang Valley District Students Union (LDVSU) has written to director, school education seeking starting of Commerce stream at Govt. Higher Secondary School, Bolung. Informing that the said school started its journey as primary school in the year 1948, union alleged that even though it was upgraded to higher secondary status in 1990, the school is struggling due to mismanagement of the authorities.
Also the school caters to the needs of the students of Bolung, Meka and Kangkong villages. “Many students are deprived due to absence of Commerce stream. Therefore for the betterment of the student communities, we appeal education department to start Commerce stream at Govt. Higher Secondary School, Bolung,” stated LDVSU.
Forum appeals to SE
ITANAGAR, Jun 20: Arunachal Civil Engineers Aspirant Forum in a representation to Superintendent Engineer (SE) cum Coordination Rural Works Department, Itanagar made fervent appeal to the authority for reconsideration of minor error during filling of forms of upcoming exam. It also appealed to the SE to re-notify for five posts of junior engineer in local news paper for fresh filling of forms. The Forum also appealed to the authority not to keep waiting list claiming that waiting list illegitimate as per the Supreme Court.
Training on Aquaculture
PASIGHAT, Jun 20: A day long awareness programme on entrepreneurship development through aquaculture was organised at Pasighat on Monday by Krishi Vigyan Kendra East Siang, College of Horticulture and Forestry, Central Agriculture University Pasighat in collaboration with Women Against Social Evil (WASE).
The main motto of the training was to provide adequate knowledge and training to the youths who have diverted and misguided due to drugs abuse and addiction. A total of 21 rural youths and women benefitted from the training.
Subject Matter Specialist Fisheries, SM Hussein delivered lecture on different areas of aquaculture practices and highlighted on integrated farming practices for income generation.
Resource person Toge Riba discussed and shared about the culture practices of honeybee.
The trained youths will also spread knowledge of fish farming and bee keeping among their friends and help WASE in bringing back the misguided youth to the mainstream, shared President of WASE, Omem Ering.
Dree Sports Day celebrated at Aalo
AALO, Jun 20: The annual sports meet for Dree Festival Celebration 2016 was organised on June 18 amidst huge fanfare and a host of events.
Members from the Apatani community and Mabos (Brother-in-law) of Aalo participated in the various games and sports organised.
Further Danyi team defeated Piilo team by 3-0 goals in the final match of the football tournament for Dree Festival Celebration Aalo 2016. Buru Habung scored 2 goals and Baso Dabi a single goa1.

DCC meet on banking and CSS
SEPPA, Jun 20: The District Consultative Committee meeting held under the chairmanship of Deputy Commissioner Rajeev Takuk here on Monday discussed various issues such as credit flow, advance and deposit, CDR, financial literacy, financial inclusion, micro insurance schemes for social security, progress and achievement under banking sector.
The Deputy Commissioner enquired about the KCC, PMEGP, NRLM, PMJDY, PMJJBY, PMSBY, APY and other government based initiatives undertaken by the banking sector.
Percentage coverage under PM Jan Dhan Yojana and its present status were also reviewed by the DC.
He informed that schemes under NRLM being executed by the ARSRLM at the State level will be implemented in almost all the districts during 2017-18.
On NPA issue, he highlighted about the Bakijai, and its officer, roles and powers prescribed under the Bengal Public Demands Recovery Act.
For loan recovery, he suggested the bank officials and concern departments to prepare a list of defaulters and accordingly send a notice to them. Conduct of joint recovery camps have been suggested for speedy loan recovery.
Acknowledging that there should be a pragmatic approach while framing policy, he requested the implementing departments to adopt best measures in order to prevent loans becoming NPAs.
Saying that there should atleast one RSETI in the district, the DC assured to write to the concern authority for it.
The Branch Manager of SBI Seppa highlighted about the dismal loan recovery and NPAs and its reason. He informed that the government sponsored schemes are conquering the largest share in this aspect. The BM requested the DC to extend some more time for opening of accounts for school children, mainly opening for the purpose of direct transfer of stipend. DIPRO
Education deptt. conducts coordination meeting
ITANAGAR, Jun 20: Senior citizens, Panchayat leaders, principals, headmasters and students’ body of Tirap district attended a coordination meeting of education department under the chairmanship of Tirap DC, Ravi Jha held at the DC’s Conference hall on Monday.
In the meeting, DDSE, Pubi Lombi emphasized the creation of sanction post of headmasters at all necessary secondary schools of Tirap district and asked the public leaders present to take initiative and pursue the government for early action. The house also had a threadbare discussion on the poor results of Class X & XII in the last academic session.
The principals and headmasters regretted on the poor performance by the students and assured the house that they will try to augment the pass percentage in the coming years.
Public leader, T Tongluk in his address suggested constituting a committee under the chairmanship of the DC to analyze and solve the prevalent problems in schools.

The overall performance of the district was negligible; however some of the schools have shown good results like, Thinsa Secondary school 100% and Kapu Sec. School 89.4%. GHSS, Khonsa class XII (Science Stream) 95.5%.
Mass avenue plantation drive by APPSU
ITANAGAR, Jun 20: The All Papum Poma Students' Union (APPSU) conducted three days mass tree plantation programmes at various schools under Papum Poma area recently.
Over 600 avenue trees like Nahor, Krishna Sora and Chandan were planted at Govt. Secondary School Jote under Sangdupota Circle on June 11, Govt., Middle School Bormai under Tarasso Circle on June 16 and Govt. Higher Secondary School, Balijan and Police Station Balijan on June 18.

Meet held to streamline and promote Games and Sports
AALO, June 20: In its effort to promote games and sports in the district, a meeting was held under the Chairmanship of West Siang Deputy Commissioner at his office chamber on June 17.
Many issues like formation of Annual Sports Calendar, streamlining on formation of sports federations, sports schemes under ‘Khelo India’ and various other sports incentives were highlighted by DASO Tumto Loyi to the members present.
Later, the West Siang Taekwondo players who brought laurels for the state as part of Indian contingent in the International Taekwondo Championship, held at Burma (Tripura) were also felicitated on the occasion. ITANAGAR, Jun 20: A week-long training on "MS EXCEL” for the ministerial staff working under district administration commenced at Administrative Training Institute (ATI), Naharlagun on Monday.
Addressing trainees during the inaugural function, ATI Director Pate Marik said that possessing fundamental knowledge and skill on computer is a must for all ministerial staff serving in government offices in todays IT age.
Application of computer and IT tools have become an important factor for smooth and efficient functioning of office and delivery of public services, he said, adding that this training is a part Govt. policy to promote e-governance.

CBSE training for teachers
ITANAGAR, Jun 20: A two-day long CBSE conducted capacity building programme on ‘Scholastic Aspects of CCE’ will be held for the teachers of Papum Pare district at Royal International School, Naharlagun from Jun 28 next.
The training is being conducted to ensure that the teachers undergo at least a week’s training every year as per the affiliation Bye Laws of the CBSE.

Important policy decisions
The government of India today took many important decisions to improve the ease of
doing business. In a major policy decision government has approved 100 per cent FDI
in a host of sectors including civil aviation, defence, pharma and single brand retail
sector under automatic route. Other sectors in which FDI norms have been relaxed
include e-commerce in food products, broadcasting carriage services, private security
agencies and animal husbandry. The decision was taken at a high level meeting chaired
by Prime Minister Narendra Modi to give major impetus to employment and job creation
in the country.
These decisions are expected to have wide ranging impact and create conducive atmosphere
for investment. Despite all the big talks, the Indian economy has not picked up pace
yet. Prime Minister Narendra Modi during 2014 general election had promised big ticket
economic reforms and creation of jobs for the youths. However situation has not changed
much in the last two years of NDA government. Hopefully with this new economic policy,
more foreign investment will take place leading to creation of more job opportunities
for the youths. The government of Arunachal should also take opportunities presented
by decision to allow foreign direct investment in civil aviation sector. Arunachal
still does not have airport of its own. May be its time state government explore
the possibilities of inviting foreign companies to invest in the civil aviation sector.
In another sector where Arunachal has huge potential is Pharma sector. State is blessed
with rich natural resources, many of whom have medicinal values. These medicinal
plants can be properly tapped by setting up Pharma industry. The time has come to
end dependency on central government for fund and this can be achieved by welcoming
investment from private companies in the state.

Problems confronting schools
Dear Editor,
I am indeed very sad to go through the bad news of suspension of two teachers again
and again in the news. It has changed the working culture of those teachers who really
work day and night for the welfare of the students in particular and the society
in general. If I am not wrong most of the schools in Arunachal Pradesh face unexplained
problems which have not been solved by the govt. I am listing some of the major problems
of government higher secondary school Lathao, which was established in the 1958.
(i)No senior teacher: The institution is functioning without any senior teacher or
any specialized subject’s teachers in Humanities for Higher secondary section for
more than 7 years.
(ii) No PCM group teacher: Mathematics teacher which the institution is entitled
to get for the secondary section has also not been posted by the concerned authority
because of which Mathematics classes for Secondary level is being taught by PCB group
J/T.
(iii)No UDC: The institution is functioning with only one LDC as no UDC has been
posted since the last three years back. Official correspondence and maintaining all
the records of school important papers and records of the examination materials for
3 years as per CBSE guidelines is really very hard with this single LDC.
(iv) No it teacher or operator and internet facility: Activities of CBSE has to be
carried out in computer and online. Because of this the institution is really facing
great troubles and problems in maintaining and completing the CBSE activities in
time. There are no proper electrification and computer facilities
(v) No proper boundary wall: The institution is located just near the National High
way No.52 and no school wall has been sanction by the Government till today. Because
of no boundary wall the institution has became a place for stray animals and anti
social evil element at night. During examination to check unfair means, to do frisking
before examination is really a hard nut to crack as students can enter their examination
hall from any nock and corner of the school without going through the main gate or
entrance. So, a boundary wall is a must for the safety of the small children and
maintaining law and order inside the school compound.
(v)No well equipped science and geography laboratory and lab. assistant: Being a
secondary school, science practical class is must for students but there is no well
equipped science laboratory and laboratory assistant to carry out the science practical
classes. There is no Geography Practical Laboratory.
(vi) No auditorium: As per CBSE CCE norms extra co-curricular activities is must;
as such every year school day is celebrated in the school paying huge amounts of
money for construction of Pandals. So, an auditorium is must for every school.
(vii) No watchman or chowkider: Being located in midst of village and near NH and
without proper supply of electricity and boundary wall the school is very much target
of some anti social elements. So, the institution is badly in need of Night Watchman
to look after and take care of all the important and precious documents and articles
of the school.
(viii) No 24 hours water supply for drinking water and toilet: The institution does
not have proper essential Services like 24 hours clean and safe drinking water supply
for students and staff as such 6 hours duty and classes for students is really a
great problem.
(ix) No separate toilet for teaching staff and students: The institution is running
with toilet sanctioned under TSC years back. As such the increase in enrolment and
up gradation of the institution is in need of more toilets for staff and students.
(x) Senior section being run by junior teachers: The institution classes for XI and
XII Humanities are run by Junior Teachers and Some SSA teachers without any extra
payment or any allowance since 2009 due to non posting of senior subject teachers
even after repeated request to the concerned authority. As such classes for secondary,
middle and primary section get hampered.

Commercialization of education
Dear Editor,
This is in response to the news item, “principal and HM suspended following dismal
CBSE results” published on June 17.
I request the education minister to understand the greater policy of Govt. of India.
The present and previous governments of India have been trying to commercialise education
by trying to allow western countries to invest in Indian education sector. So, Governments
are trying to create conducive atmosphere for them in India by slowly and systematically
destroying the present education system in India. Kapil Sibal’s policy of no retention
in foundational levels of education system has been the most surgical and the most
dangerous policy to destroy education. As a result students would not learn the fundamentals
of any subject during the foundational 15 years of education life. Even if students
manage to pass higher secondary, they will certainly not do well in colleges and
university, since student’s foundations are not sound. Then government would carry
out surveys to show that government funded schools, colleges and universities are
not functioning properly and then governments will base these surveys to invite schools,
colleges and universities from western countries. The present Modi government has
signed for the commercialization of Indian education system in WTO. At University
as well, Modi government has cut 55% of UGC grants, it has hiked tuition fees of
IITs, NITS, IIMs, Medical colleges by 200%. Modi government has cut the overall expense
for education. Currently, India needs lots of schools, colleges and universities,
but only meager numbers of new educational institutes are created. Presently existing
schools, colleges and universities needs thousands of teachers, but only very few
recruitments are being made by Modi Govt. Therefore all governments are covertly
trying to destroy education, so that 80% of people of India would intellectually
remain weak and 20 % of politicians and businessmen would continue to suppress and
rule them, politically and economically, without much resistance.
I also want to point out that west education is not system to be imitated. I have
read many research articles on European and American education system. Their lower
levels of education system are excellent. But college and universities are not sustainable.
College and university education is so costly, that every student has to take education
loan. An the loan amount is so high that 70% of their life is spent repaying the
loan. Education debt in US and Europe is more than any other forms of loan. So their
governments are looking for other alternatives like online education through internet
with the aim to provide cheap and quality education for all. So, the Govt. of AP
should deny Sibal’s education policy and come up with state education policy which
will force students at foundation level to learn, but the course content should be
at par with CBSE or IISE.
Therefore, I request the education minister to take back this decision of suspending
the principal and HM. But, if the principal and HM might have been bribed by other
private schools to intentionally dilute education, so that students might shift of
private schools, then appropriate measures be taken.

Quality education and teachers
Dear Editor,
The suspension of a principal and one headmaster by the education department following
the poor performance in two respective govt schools in CBSE exam is a bold and welcome
step in the state like Arunachal Pradesh whose literacy rate is only 65.38% (as per
2011 census) which is below national average of 74%.
In a jaw dropping result, GS School, Riga of newly created Siang district which recorded
100% fail in recently declared CBSE result where 28 students appeared in class X
CBSE exam all failed, and another GHS school, Bilat of East Siang District, whose
106 students have failed out of 108 students (only two students pass) in the same
exam have opened the eyes of state govt. In a major step, education minister has
suspended the Principal of Bilat, Govt Higher Secondary School and Headmaster of
Riga Govt Secondary School, which is a bold and welcome decision.
Such a low and zero pass percentage in CBSE exam result of govt schools; leading
to pass percentage of state as a whole as low as 58% in class X and 46% in class
XII this year (2016) is a concrete and sufficient evidence that how poor govt schools
in the state are running.
There is no doubt that performance of govt schools in the state are poor and very
minimal but such poor results surprise all including state govt.
As per as the poor performance of govt schools is concerned, it’s not a new and surprise
thing in this state, but all the blame cannot be thrown on the teachers and administrators
of the schools alone. There are so many factors which lead to such low and poor results/performance
of govt schools in the state: insufficient number of teachers (not as per govt
norm of 40:1 student teacher ratio), poor infrastructure, poor supply of available
reading materials by the govt, irregular payment of SSA teacher salary that leads
to irregularities in the duties of teachers whereas about 80% of teachers in 80 %
govt schools, especially in rural areas are SSA teachers.
There are numerous reasons behind the poor performance of Govt schools in the state.
The poor education policy of the Govt is also responsible for dismal performance
of schools. Establishment of primary school within the distance of one kilometer
and upper primary school within the range of 3 to five kilometers in a state where
the density of population is as low as 17 persons per SqKM is also one of the reasons
for pathetic education scenario. While more and more school are being established
under the education policy, many of the schools in rural area remain defunct due
to non-posting of teachers and lack of infrastructure. Now, in absence of infrastructure,
adequate teachers, the “Clubbing System” of schools is being practiced in rural areas.
On the other hand negligence of teachers and school administrations are some other
reasons for poor quality education.
For example, in rural and border areas like Siyum, Nacho, Limeking and Taksing (SI-NA-LI-TA)
in Upper Subansiri district, most of the schools remain defunct as there are no teachers
in the schools. The teachers and in-charge of respective schools are staying in
the district headquarters. They only visit schools during examinations and admissions
sessions. Sometimes, students have to visit the residence of teachers in district
headquarters in order to obtain their transfer certificates, mark sheets and even
for admission and stipends. Many teachers are appointed under political influences,
not on the basis of merits. Such appointees cannot teach students in efficient way.
Moreover, no detention policy under CCE (Continuous and Comprehensive Evaluation)
system makes the students less studious, less hardworking, and thereby resulting
in poor results in examinations like CBSE.
However, with the visionary and proactive role of the Govt, there is a system of
compulsory B.Ed/D.El.Ed and compulsory CTET/APTET for teachers. We hope performance
of Govt schools will be improved up to the mark with appointments of qualified teachers
in right place under the system.

Think of the heart-burn of officials/officers who have been deprived of their due
promotion because of corruption and unholy nexus between these officers and politicians
who only understand the language of money. Politicians with very few exceptions will
never understand the anguish of officers who don’t have political god-fathers to
do their biddings. Not implementing the governor’s/CS order is nothing but a mockery
of ‘governance’. Money/political clout is more powerful then the ‘highest’ authority
of governance…. Is not it a sad day for all right thinking people? And for Arunachal?

International yoga day
Dear Editor,
We are glad that people across the globe will celebrate June 21 as International
Yoga Day. We can say with pride that Yoga, which is a way of life for many, has its
origins in India and has spread its wings across the globe. But sadly it is still
often incorrectly linked with religion. It is but a science of well-being, which
integrates the body, mind and soul. It is said that Gym is for the hardware (Body)
and Yoga is for the software (Mind). Today’s youth need to arise, awake and harness
and experience the power of yoga and become spiritual dynamites rather than being
addicted to the Smartphone Yoga Mudra & Whatsapp asana, using only their index finger
all the time.

Suspension is not the solution
Dear Editor,
This is in response to the news item under the heading “Principal and H.M. suspended
following dismal CBSE result” that appeared in your daily on June 17.
I am surprised and dismayed at the suspension of the Head of the Institution as it
is not the solution and they cannot be punished for the wrong policy of the Govt.
Instead of suspending the School Authority, the Govt should have tried to find out
the reason behind such poor CBSE result. To our understanding those results have
reflected the true and factual results performed by the students.
The root cause of such dismal result is the introduction of “No detention” policy
introduced by the Govt, without studying the ground reality, adaptability of the
student and its positive and negative aspect especially in a state like ours where
parents are mostly illiterate and ignorant of academic importance. The system have
been introduced to enhance the literacy percentage and for quantity education not
for able and quality education.
With the introduction of “No detention” system all the students are dump in the Secondary
& Higher Secondary schools. The students of Class IX who performed poorly are also
promoted after conducting a remedial Exam. Under such circumstances poor result is
bound to come. I am doubtful of the fairness of the Exam and authenticity of the
result where there is 100% result.
In every educational function our leaders talk of quality education at the top of
their voice. But by suspending the principal and H.M. who have sincerely reflected
the factual result, the Govt have shown its actual intention. From this action of
the Govt we can assume and also presume that, the Principal of Vishnu Rai College
of Bihar would have been rewarded if he were in Arunachal Pradesh.
At the last, my humble suggestion to the Govt, of A.P. is that, instead of suspension,
all the principals, H.M.’s and Exam In ‘charge of all the schools of Arunachal be
invited for an introspection to evolve a suitable solution to address this dilemma
without compromising the quality of education.
